Indicating that the Town of Williston and City of Barnwell have been requested by the Barnwell County Sheriff’s Department to enter into what is entitle a “Multiple Law Enforcement Agency Criminal Investigation and Mutual Aid Agreement.” And asking whether Section 23-20-30 authorizes a contract between a county and a municipality to transfer a municipal officer “in response to any law enforcement need” including, but not limited to, emergency situations; civil disorders; natural or man-made disasters; vehicle or other pursuits of criminal suspects; location of missing persons; or criminal activities involving both or multiple jurisdictions.
