Inquiring as to the constitutionality of lines 31-38 of the proposed legislation “South Carolina School Accountability Act of 1996,” which states that no candidate for the office of trustee for the boards of trustees for the school districts in this state may accept monetary contributions from a certified political party and must not use campaign material linked to a political party.
