Seeking clarification of Section 34-11-60 and stating that an issue arises in the context where “an employee receives his payroll check, goes to the grocery store and cashes that check to buy groceries.” If the check is returned due to insufficient funds, a warrant is taken out against the employee who cashed the check, but the employee, unlike the writer of the check, has no way of knowing the check is bad.
