Noting that the Pickens County Council “has enacted a county ordinance…concerning demonstrations, picketing, protests and other expressions of views on Pickens County property.” The opinion addresses whether the county ordinance is enforceable within corporate limits, and, if so, whether if the Sheriff’s Office is “the only law enforcement agency with jurisdiction to enforce breaches of this ordinance within the city.”
