“concerning the confiscation of alcoholic beverages when in the presence of underage persons and juveniles when Law Enforcement officers observe this at house parties,” as well as “the use of constructive possession to confiscate and charge persons under the statutes provided for possession and consumption of alcohol by underage and juvenile offenders.”
