Concerning the proper charge to make (either driving without a driver’s license or driving under suspension) against a person who is a S.C. resident, but does not have a S.C. driver’s license. The driver had a S.C. driver’s license in another state, though it expired several months ago. Records show the license was suspended, and the driver has a clear record.
