Requesting legal advice regarding provisions of South Carolina’s charter schools law regarding the racial composition of those schools, considering S.C. Coe Ann. 59-40-50(B)(6) as added by Act 447, 1996 S.C. Acts, which states “under no circumstances may a charter school enrollment differ from the racial composition of the school district by more than 10 percent.”
