Seeking clarification regarding the legality of an agreement between the Town of Kiawah Island and the Kiawah Island Community Association, Inc. which provides for the issuance of an ordinance summons by the Community Association’s security force for violations of the Town’s ordinances on the beach between the High-tide line and the low-tide line.
