Concerning Yolanda M. Simmons, and inquiring whether S.C. Code of Laws 17-25-323 and 17-25-325 may be applied to court orders for restitution, $8719.00, which preceded the effective date of the statutes and force Ms. Simmons to continue paying the restitution beyond the $5000.00 she had paid to date.
