Inquiring as to the constitutionality of proposed House Bill 3083 under the special legislation reqtrictions of S.C. Const. Art. III, § 34, section A of which prohibits Lexington County School Distric One from undertaking construction of renovation project financed by means of lease-purchase or lease-lease back agreements.
