Asking if there is a legal reason why the South Carolina Environmental Certification Board should not enter into a contract for a fee with the South Carolina Chapter of the American Water Works Association and the Water Pollution Control Association of South Carolina to administer a voluntary program for certification of their water distribution personnel.
