Concerning whether an individual or an organization that reports on voting activity of members of the General Assembly; holds news conferences relative to these surveys or reports; and contacts members of the General Assembly requesting specific action on matters other than the enactment of statutory laws is a “lobbyist” and whether the activities of this organization constitute “lobbying”.
