Concerning whether S.C. Code Ann. §7-13-190(d) (1976) would require that the elections for House District 94 ordered to be held on December 31, 1991 and House District 95 ordered to be held January 28, 1992 be held on the later of two dates and discussing combining the primaries for these two elections.
