Opinion concerning (1) Whether any action taken by the City Council prohibiting the alienation of any remaining funds in the present retirement find to a private entity would be binding upon the Columbia city manager. (2) Whether any action taken by the city council with respect to cost of living adjustments for firefighters would be binding upon the city manager. (3) Whether proceeds from the fireman’s insurance and inspection fund authorized pursuant to Sections 23-9-310 et seq. of the Code may be used for funding of the proposed pension plan and, if so, what the mechanism is for appropriating such funds.
