Advising that “[l]iterally thousands of watercraft are sunk or washed ashore in the coastal counties of South Carolina” as a result of Hurricane Hugo and “[I]ndividuals and perhaps companies are now engaged in salvage operations on these vessels”; field officers of the agency are having a difficult time distinguishing between salvage and looting. This Opinion provides clarification.
