S concerning Section 20-7-490(c) (2) Code or Laws of South Carolina, 1976, defines "harm" to a child's health or welfare as occurring when a parent, guardian or other person responsible for the child's welfare "commits or allows to be committed against the child a sexual offense as defined by the laws of this State."
