Concerning the written views of this Office on the apparent prohibition contained in Section 34-23-30 (B), Code of Laws of South Carolina (1976) , against an out-of-state bank holding company acquiring a "nonbank bank" in South Carolina and whether that section is consistent with the Commerce Clause of the United States Constitution.
