Concerning what constitutes "the first year membership fee" as used in § 38-59-150 of the Code of Laws of South Carolina, 1976, as amended. Also, concerning whether the South Carolina Patients' Compensation Fund required to maintain the records of the fund in accordance with generally accepted accounting principles?
