Concerning licensure of nonpublic post-secondary institutions. Specifically, “whether or not the Commission can deny eligibility for an initial licensure when its found that owners seeking licensure previously owned a school that was found in violation and had its license revoked while licensing function was under the jurisdiction of the S.C. Department of Education.”
