Concerning the South Carolina Department of Motor Vehicles’ queuing system. Specifically, whether it is permissible under the South Carolina Code of Laws of 1976 for the South Carolina Department of Motor Vehicles (SC DMV) to accept updated equipment and service “in exchange for the provider’s ability to run commercial advertisements on part of the television screen up to fifty percent of the time.”
