Regarding S.C. Code Ann. Section 57-1-330(A) (1976 as amended). Concerning the current procedure with respect to the election of commissioners of the South Carolina Department of Transportation (SCDOT) and how such election is affected by the federal constitutional requirement regarding “one person, one vote.”
