As to “whether there are legal prohibitions against First Steps’ requiring the provision of complete client data (first name, date of birth, gender, race, social security number and Medicaid number, if applicable) as a condition or receiving First Steps’ programming and can an underage parent legally consent to the use of his/her child’s data or there own.”
