State Grand Jury issues indictment alleging public corruption in Sumter County

(COLUMBIA, S.C.) - Nov. 16, 2018 - South Carolina Attorney General Alan Wilson announced today that the South Carolina State Grand Jury has issued an indictment alleging public corruption in Sumter County.

On November 14, 2018, the State Grand Jury charged VIVIAN (LIBBY) CAMPBELL DUBOSE [DUBOSE] with three counts, alleging embezzlement and misconduct in office.

Count #1, embezzlement, alleges that DUBOSE, while serving in her capacity as the Director of the Child Early Reading Development and Education Program for the Sumter County School District [SCSD], did purchase or cause to be purchased a variety of consumer-type goods and unlawfully converted at least $10,000 worth of such purchases to her personal use.

Count #2, embezzlement, alleges that DUBOSE, while serving in her capacity as the Director of the Child Early Reading Development and Education Program for the SCSD, did unlawfully receive payment for "training" that she did not actually conduct or was not properly certified/registered to conduct, and by doing so unlawfully converted at least $10,000 of improper compensation to her personal use.

Count #3 is for misconduct in office and alleges that DUBOSE committed acts and omissions in breach of her duties as a public official of good faith, honesty, and accountability and operated contrary to her duties as the Director for the Child Early Reading Development and Education Program for the SCSD, failing to properly administer the program while exploiting her position for unlawful personal gain and did, by malfeasance, misfeasance, and nonfeasance, commit acts and omissions in breach of her duty of good faith, honesty, and accountability to the public.

She faces a maximum penalty of up to 30 years in prison if convicted and the sentences were consecutive, along with a fine in the discretion of the court and proportioned to the amount of the embezzlement.

The case will be prosecuted by State Grand Jury Section Chief Attorney General S. Creighton Waters and Senior Assistant Attorney General Brian Petrano.

Attorney General Wilson stressed that all defendants are presumed innocent unless and until they are proven guilty in a court of law.
