Questioning whether a “civil fine” imposed for a conviction for possession of drug paraphernalia pursuant to S.C. Code Ann. § 44-23-391 may constitute an “other conviction” for purposes of the expungement of a criminal record pursuant to S.C. Code Ann. § 22-5-910(B).
