Concerning voting procedures for the State Health Planning Committee (the “Committee”). Specifically, you inquire as to whether the Committee “violated the South Carolina Freedom of Information Act in the conduct of a June 27, 2008 public meeting by utilizing a written ballot procedure with ballots not being available at the meeting and by counting a proxy vote from a member not present at the meeting.”
