Concerning landfills. Particularly, if the Department of Health and Environmental Control commissioners have the authority to place a moratorium on issuing permits for construction and debris landfills until such time as relevant regulations are amended. Also, if there is anything that would prevent existing permits for construction and debris landfills from being made subject to any change in regulations.
