Concerning information requests from individuals who are incarcerated by the South Carolina Department of Corrections (SCDC). Specifically, whether the State Library has “the legal right to refuse information requests initiated by incarcerated citizens,” or “does the legal right to restrict information requests from inmates reside with the [SCDC]?”.
