Concerning the Woodruff-Roebuck Water District’s (the “District’s”) ability to “determine the appropriate sources of water to be secured to serve the needs of its customers and the legal obligations of municipal suppliers to customers located outside their boundaries and the deference that should be given in permitting matters to the District’s decision as to suitable water supplies to meet the needs of its citizens.”
