Concerning a Freedom of Information Act (FOIA) request that was received and responded to by the City of Columbia (“the City”). Specifically, as to whether the requested information is a matter of public record subject to disclosure and, if so, whether the so-called “privacy exemption” allowed the City to withhold or redact any of this information.
