Concerning the mandate of the federal Help America Vote Act (HAVA) which enumerates certain requirements for future voting systems. Specifically, “whether Title III, Section 15481, (a)(2)(B) of the HAVA Act requires that all voting machines must produce a paper record of the vote cast by each voter that has been seen and verified by the voter.”
