Regarding the use of underage youth (ages 15 to 17) by the South Carolina Department of Alcohol and Other Drug Abuse Services (“DAODAS”) while working with the United States Food and Drug Administration (“FDA”)  to enforce federal regulations against the sale of tobacco products to individuals under the age of eighteen.
