As to whether an individual employed by the South Carolina Department of Mental Health (the “SCDMH”) Division of Public Safety as a cadet pending certification as a law enforcement officer is a “public officer” as defined in S.C. Code § 8-1-10 and as used in S.C. Code § 8-1-80 concerning official misconduct.
