Asking to “…issue an opinion that would provide the criteria for determining if a machine was an illegal game of chance as prohibited under S.C. Code Ann. § 12-21-2710.” Also “…address the issue of legality of awarding merchandise to a contestant or player if a machine is determined to be a game of skill versus a game of chance.”
