Opinion noting that “[d]ue to the amount of property acquired by the police department, any law requiring the department to hold the property for a period of five years will require us to provide additional storage space to store these items.” And, questioning the issue of the seizure of a suspended drivers license or vehicle license plate by a municipal police officer.
