Can the commissioners of the Chester Metropolitan (water) District take control over a privately-owned water system without providing the resident users a vote in a referendum process? Can the commissioners of the Chester Sewer District take control over a privately-owned sewage system without giving the resident users an opportunity to vote in a referendum process?
