Attorney General’s Office Arrests Elgin Man on 32 Counts of Dissemination of Harmful Materials to a Minor

Attorney General Alan Wilson announced today that Charles Douglas McKinnon, 62, of 120 Southridge Way, Elgin, South Carolina was arrested on September 2, 2011, by the South Carolina Attorney General’s Office for Dissemination of Harmful Materials to a Minor.  The Attorney General’s Office leads the South Carolina Internet Crimes Against Children (ICAC) Task Force.

McKinnon is charged with thirty-two (32) counts of Dissemination of Harmful Materials to a Minor (16-15-385).   A person who violates the provisions of this section is guilty of a felony and, upon conviction, must be imprisoned not more than ten years or fined not more than five thousand dollars, or both.

The investigation originated from information provided by the National Center for Missing and Exploited Children.  Arrest warrants allege McKinnon photographed himself nude and sent the photos via the Internet to an eleven (11) year old child.  Digital evidence was seized from McKinnon’s home, which will be submitted for forensic examination.  The investigation is on-going and may result in additional charges.

A booking photo will be available through the Richland County Detention Center.

This was a cooperative investigation between the North Carolina State Bureau of Investigations, Apex Police Department (North Carolina), Richland County Sheriff’s Office and the South Carolina Attorney General’s Office.  The Richland County Sheriff’s Office is a part of the South Carolina ICAC Task Force.

This case will be prosecuted by the Attorney Generals’ Office.

Wilson stressed that all defendants are presumed innocent unless and until they are proven guilty in a court of law.
