As to whether the licensing and regulation requirements for nonpublic educational institutions are applicable to and constitutionally valid for nonpublic educational institutions established outside South Carolina, and operating within South Carolina via the media or the mail. An initial determination must be made as to whether schools of this character are encompassed by the requirements of the act.
