Regarding proposed legislation which, if enacted, will equalize the millage throughout the Piedmont Sewer, Light and Fire District of Anderson and Greenville Counties, including its subdistricts, my opinion is that such legislation is most probably necessary pursuant to the holding of Celanese Corporation v. Strange, 272 S.C. 399, 252 S.E.2d 137 (1979).
