As to the question of does  § 48–39–40, Code of Laws of South Carolina, 1976, as amended, which provides that two Senators, one to be appointed by the President of the Senate, and one to be appointed by the Senate Fish, Game & Forestry Commission; and two member of the House of Representatives to be appointed by the Speaker of the House, shall serve ex officio on the South Carolina Coastal Council, violate the Separation of Powers Doctrine, Article I, Section 8, Constitution of the State of South Carolina.
