Regarding the effect of the following provision of the Education Improvement Act (EIA) on the salaries of teachers who fail to meet the statute's criteria for salary increases (Section 59-20-50(4)(b) as amended by Act 512, Part 11, Section 9, Division 2, 1984). Specifically, as to whether this provision prohibits the following increases in salaries for teachers who do not meet one of the criteria set forth in the statute.
