As to whether Section 63 of the 1984-85 Appropriations Act is sufficient authority for the expenditure of monies from the General Fund to pay the expenses of any referendum concerning temporary sales of alcoholic beverages in view of the fact that the General Assembly made no line item appropriation to the State Treasurer for this purpose.
