Regarding whether after a Joint Resolution to amend the Constitution of SC has been properly adopted by two-thirds of the members of each house of the General Assembly but before the matters concerned in the Joint Resolution have been submitted to the qualified electors at the next general election, can that Joint Resolution be amended, and if so, what votes by the General Assembly would be required to accomplish such amendment.
