Regarding if a magistrate who was the Director of the Greenville Check Clearing House may continue to serve as magistrate subsequent to Act 19 of 1975 being declared unconstitutional by the South Carolina Supreme Court as well as clarification of the civil and criminal jurisdiction of this magistrate.
