Regarding whether the South Carolina Department of Education (Department) must disclose, under the Freedom of Information Act, (§ 30-4-10, et seq. of the Code of Laws of South Carolina (1976, as amended)), those parts of contracts executed among the Department, the State Board for Technical and Comprehensive Education and National Advanced Systems.
