Regarding whether the definition of ‘other race students' in the State Desegregation Plan is consistent with law, if the ‘moral commitment’ statement on page 2 of the Advisory Committee's Report (copy enclosed) meets the last requirement of the following Desegregation Plan statement, and if it is legal to require a student to sign a statement accepting a moral commitment.
