Whether a blanket public employees bond satisfies the statutory bonding requirements for certain unpaid state constables who are included among the employees covered by such bond and in the past these constable-employees have been required to have individual bonds in the amount of two thousand dollars which you considered as duplicating the coverage provided by such a blanket bond.
