Regarding if the South Carolina Department of Social Services, upon request, can release copies of cost reports filed by provider nursing homes under Title XIX of the Social Security Act (Medicaid), without violating any constitutional right of privacy or property right of a Provider, and can the cost reports be released to the general public, upon request, within the terms of the South Carolina Freedom of Information Act, Section 30–4–10 et seq., Code of Laws of South Carolina (1983) Cum.Supp.).
