On whether there is ‘a conflict [of] interest for the owner, operator, or manager of a private detective, or private security company under the provisions of Section 40-17-10, et. seq. to also be commissioned as a State Constable, vested with all the powers of a peace officer of the State as provided in Section 23-1-60.
