Concerning a possibly pending proposal to grant six million dollars to the Greenville Performing Arts Center, an eleemosynary corporation, as part of a Bond Bill. The concern is the legality of including it inasmuch as title to this property will not be held by the state or, according to information, by any political subdivision.
