Regarding the no-smoking ordinance recently adopted by the Richland County Council and advise the Commission as to the authority of Council to adopt such an ordinance; the constitutionality of such an ordinance; and what effect the ordinance would have on special purpose districts such as the Richland County Recreation Commission.
